The future of the Central Communication Port (CPK) is in doubt as the new government conducts audits of this gigantic infrastructure project. CPK, announced as the largest project in Poland's history, includes not only the construction of a massive airport between Warsaw and Łódź, but also a thorough reconstruction of the national railway network.

Audits and political disputes
After the elections on October 15, 2023, the new government coalition announced an in-depth audit of the project. This caused political tensions, and the future of CPK became the subject of intense debate. Michał Litwin, general director of the Association of Independent Railway Carriers, emphasizes the need to move from political disputes to specific, operational decisions.
- We should lower the temperature of the dispute around the Central Communication Port and move on to specific, more operational decisions
- says Michał Litwin, general director of the Association of Independent Railway Carriers.
Railway components of CPK
The CPK Railway Program assumes the construction of 1,981 km of new railway lines by 2034, including 12 routes and 10 so-called spokes connecting various regions of Poland with Warsaw and CPK. However, the post-election audit introduced uncertainty about the implementation of these ambitious plans.
"There are some signs that we may be moving towards more integrated planning, which is positive
- says Litwin.
The future and challenges
Currently, it is crucial to determine which elements of the project will be implemented. Particularly important are the Warsaw-Łódź-Poznań-Wrocław and Katowice-Ostrava railway lines, which, according to experts, are necessary and will be continued.
However, the "hub and spoke" model central to the CPK project is controversial. The Polish transport network is polycentric, which means that this model may not be optimal for the national infrastructure.
"The Polish road network is polycentric and it is difficult to find arguments for a different planning of the railway network,"
- adds Litwin.
Cooperation and consultations
Continuation of the project requires dialogue with a wide range of stakeholders, including carriers, local government officials and employer organizations. The main objection to the CPK Railway Component is its subordination to the needs of the airport, which may be detrimental to the peripheral regions of Poland.
"The rail network must serve passengers by enabling fast and direct connections between large and medium-sized cities,"
- emphasizes Litwin.
Future decisions
Decisions regarding the future of CPK remain in the hands of the government. Minister of Infrastructure Maciej Lasek announces an update of the schedules, but the final decision rests with the Prime Minister.
"On the one hand, we are implementing the project, on the other hand we are waiting for the prime minister's decision, which causes some confusion," Litwin notes.
Key documents
Further CPK implementation plans will be based on the Strategic Location Study for CPK Investments, covering both railway and road investments. It is crucial to listen to the voices of experts to create the optimal shape of the railway network that will meet the needs of the entire country.
The Central Communication Port remains one of the most important and complex infrastructure projects in Poland, and its future depends on wise and well-thought-out government decisions.
