The National Broadcasting Council imposes a fine on Gorgosz

The National Broadcasting Council informs in a press release that Maciej Świrski, chairman of the National Broadcasting Council, decided to impose a financial penalty on Daniel Gorgosz - appointed liquidator of Telewizja Publiczna.

The penalty was imposed for failure to provide the requested information provided for in Art. 10 section 2 of broadcasting act., such as:


  • the total amount of expenditure on remuneration for the employment of employees carrying out statutory missionary tasks, separately for November and December 2023,

  • total amount for remuneration under civil law contracts with contractors carrying out statutory missionary tasks, separately for November and December 2023,

  • total costs of implementing missionary tasks, understood as creating a program, separately for November and December 2023,

  • total costs of implementing missionary tasks, understood as dissemination of the program, separately for November and December 2023,

  • financial information separately for November and December 2023 submitted to the Supervisory Board.

The request concerned information related to the implementation of a public mission, to which Telewizja Polska S.A. responded. receives money, among others. from subscription fees.


Article 10(1) 2. states that: "The Chairman of the National Council may request from a media service provider or a video-sharing platform provider or an entity making changes, modifications or other violations of the integrity of the media service referred to in Art. 44b, presenting materials, documents and providing explanations to the extent necessary to control the compliance of the activities of this supplier or entity with the provisions of the Act, terms of the license, regulations for the provision of services or self-regulatory acts binding on it.


The actions of the Minister of Culture consisting in "dissolving the company" obliged the Chairman of the National Broadcasting Council to determine and verify whether the public radio and television broadcasting entity, in this situation unforeseen by law, carries out a public mission and what funds are spent on it. This scope of control results from the provisions of the Act. and fits fully into them.
