Tusk's proposal: Army on the streets without a state of emergency

Prime Minister Donald Tusk announced yesterday at a press conference in Białystok that he plans to amend the Homeland Defense Act. The amendment is intended to enable the use of armed forces on Polish territory without the need to establish a state of emergency or martial law.

Motives for the amendment


The Prime Minister argued that similar solutions are used in Western countries, which also have to face new forms of threats. He mentioned Germany, which is in the context of the European Football Championship, and France, which is preparing for the Olympics in Paris, as examples of countries receiving daily information about sabotage and sabotage threats inspired by Russia. The Czech Republic has also recently been put on alert.


Changing reality


Tusk emphasized that we must be prepared for a new reality that is different than ever before. Neither the constitution nor the current regulations provide for a situation in which neighboring countries will organize mass smuggling, border violations, or use weapons and violence. The Prime Minister noted that no one had previously predicted that acts of sabotage or sabotage would take place in Poland, which left the government without appropriate tools to respond to such threats.

Prime Minister Tusk is aware that his proposal is controversial and may meet with resistance. Nevertheless, he is determined to convince society and parliament to introduce new regulations.
